The Modi government has put out an advertisement for 10 Joint Secretary level officers. Mr Sanjeev Sabhlok, senior leader of Swarna Bharat Party, India's only liberal party, congratulated Prime Minister Modi for this.
The advertisement also makes clear that these are on a contract that can be terminated with three months notice. That is a very important part of the action. It is an excellent step to ensure accountability and is entirely consistent with advice in Sabhlok’s book, Breaking Free of Nehru, and in SBP’s manifesto.
Of course, this step only makes sense if Mr Modi wants to disband the IAS and all other tenured services, replacing them with an accountable machine of government. Mr Sabhlok and SBP have shown India the way to create an accountable government. But the journey will require a complete change in the system including repealing Part 14 of the Constitution and replacing it with a Public Administration Act.
Mr Sabhlok offered his services to the Modi government as leader of India’s only liberal party to implement the entire reform - including disbanding the IAS and repealing Part 14 of the Constitution, to be completed within three years. If Mr Modi is serious about this, then the reform, when completed, will revolutionise India’s governance system and make it fully accountable to the people of India.
Today India’s governance system is widely acknowledged as close to the worst in the world. SBP can make it the best. But only if Mr Modi follows SBP’s manifesto to the last detail. Of course, there are hundreds of other elements of the manifesto that Mr Modi must also follow.
